Vipin Chandra Sharma was born in an illustrious family. His father Late Shri Mata Din Sharma was a very well-known personality known for his honesty and character. After serving mostly in Commercial Taxes, Finance and other Taxation Departments as Deputy Commissioner, and after his promotion in IAS in 1980, he retired in 1987 from the post of the District Collector Jhunjhunu.
He started a big Student Hostel in Vidyadhar Nagar, Jaipur for poor students after getting land allotted from Rajasthan Housing Board. He was the President of Rajasthan Brahmin Mahasabha and was also related to Late Dr. Shankar Dayal Sharma, Ex- President of India. He served RSS and Sewa Bharti for 24 years.
Dr Vipin C Sharma retired in March 2018, and he has travelled worldwide from Israel to Philippines, Japan, Finland, France, Germany, Belgium, Netherlands, UK, Indonesia, Thailand, USA, Canada and South Africa.
He has extensive experience in strategic management.
He attended a course at John F Kennedy school of government, Harvard University, USA in 2011.
